Meet MaryEllen Odell

MaryEllen Odell is currently serving her second term as Putnam County Executive. Through her five years on the Putnam County Legislature and the past six years as County Executive, she has challenged the status quo while focusing on balancing her fiscal and social responsibilities to the people of Putnam County.

Being solution-oriented, MaryEllen makes things possible. Putnam County has the lowest tax bill of any of the 62 counties in New York State, while maintaining its Aa2 Moody’s Bond Rating. She has successfully been able to do this while keeping all six of her administration’s budgets under the NYS 2% tax cap, reducing the county’s long-term debt by 15% and eliminating the short-term debt that her administration inherited. Fiscal Accomplishments
Putnam County has the lowest tax bill, at 9%, of any of the 62 counties in NYS, which averages 23%. Maintained its Aa2 Moody’s Bond Rating for 6 years. All 6 of our budgets have been under the 2% tax cap. Reduced long-term debt by 15% since 2011, while investing in our aging infrastructure. Eliminated the short-term debt from past administrations. Paid off the $8.5 million NYS pension amortization early and saving the taxpayers $775,000 interest.
Economic Accomplishments
Putnam County Golf Course has been reinvigorated to be sustainable via public-private partnerships. Tilly Foster Farm is transformed into a tourist destination and educational institute through partnership with BOCES. Secured millions of dollars from NYS for Envision Brewster and the Danbury-Brewster sewer line, thereby initiating a commercial tax base, which is important to our fiscal stability.
Social Accomplishments
Putnam County taking on Big Pharma for monetary compensation for its fraudulent and negligent practices, which caused immeasurable harm to residents and taxpayers. Giving our Seniors the best in programs through the revitalization of the Carmel Friendship Center and the new construction of the Cold Spring Senior Center. Enhancing the Veterans Service Agency.
